Jay is a Partner at Convergent Research, where he helps scientists and ambitious research organizations move ideas toward impact.
He has spent much of his career building research programs to tackle hard problems. Most recently as Director of the National Semiconductor Technology Center, or NSTC, Program, for the CHIPS R&D Office at the Department of Commerce, a multibillion-dollar public-private consortium focused on translational semiconductor research. Before that he was at DARPA, where he was a Program Manager and the Deputy Director of the Microsystems Technology Office. There he helped create the Electronic Resurgence Initiative, a $1.5B investment in disruptive semiconductor R&D. He also worked at Microsoft where he focused on semiconductor strategy and national security, and had an early career in semiconductor research. Jay received a Bachelor’s degree in Materials Science from the Georgia Institute of Technology, and a Ph.D. in Materials Science and Engineering from the University of Florida, and is a Fellow of the American Vacuum Society.
